  1. The Government of Lebanon has received financing from the World Bank toward the cost of the Strengthening Lebanon’s COVID-19 Response Project and intends to apply part of the proceeds toward payments under the contract for Procurement and Installation of Laboratory & Sterilization Equipment.
 
  1. The Ministry of Public Health acting as an implementing agency for and on behalf of the Republic of Lebanon, and as Purchaser under the Contract now invites sealed Bids from eligible Bidders for the procurement of goods for the Laboratory & Sterilization Equipment. The items with their respective quantities requested will be distributed to the public hospitals, and they are:

  1. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB)  as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
The following weightings shall apply for Rated Criteria (including technical and non-price factors):  60 %. and for Bid cost: 40%”
 
  1. Interested eligible Bidders may obtain further information from the Ministry of Public Health, Mr. Saad Abdallah, Procurement Officer (saadabdallah@hotmail.com) and inspect the bidding document during office hours 10:00 am till 2:00 pm at the address given below.
  2. The bidding document in English is available at no cost to interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by electronic mail. The bidding document may also be found at the MoPH website: http://www.moph.gov.lb
  3. Bids must be delivered to the address below on or before Wednesday, July 30, 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Wednesday, July 30, 2025 @ 12:00 pm. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
  4. All Bids must be accompanied by a Bid Security of
LOT#1:   Laboratory Equipment     $15,000
 
LOT #2: Sterilization Equipment     $30,000
 
  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
