The Government of Lebanon has received financing from the World Bank toward the cost of the Strengthening Lebanon’s COVID-19 Response Project and intends to apply part of the proceeds toward payments under the contract for the Procurement and Installation of Medical Equipment.
 
  1. The Ministry of Public Health, acting as an implementing agency for and on behalf of the Republic of Lebanon, and as Purchaser under the Contract, now invites sealed bids from eligible bidders for the procurement of Medical Equipment
  2. The items with their respective quantities requested will be distributed to the public hospitals, and they are:
lot 1 Digital Mammography +UPS 22
lot 2 Digital C-Arm Machine 24
lot 3 Digital Ultrasound Machine 21
lot 4 Phaco Machine 12
lot 5 Ophthalmic Microscope 12
lot 6 Operating Tables for general surgeries 38
lot 7 Operating Table for general surgeries + Orthopedic Extension 23
lot 8 LED Surgical Lights  33
lot 9 Endoscopy 18
lot 10 Laparoscopy 23
lot 11 Defibrillator + Crash Cart 50
lot 12 ECG 6/12 channels + Cart 47
lot 13  Video Laryngoscope 9
 
  1. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB)  as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
The following weightings shall apply for Rated Criteria (including technical and non-price factors):  60 %. and for Bid cost: 40%”
 
  1. Interested eligible bidders may obtain further information from the Ministry of Public Health, Mr. Saad Abdallah, Procurement Officer (saadabdallah@hotmail.com), inspect or retrieve the bidding document during office hours 10:00 am till 2:00 pm at the address given below.
  2. The bidding document in English is available at no cost to interested eligible bidders upon the submission of a written application to the address below. The document will be sent by electronic mail. The bidding document may also be found at the MoPH website: http://www.moph.gov.lb.
  3. Bids must be delivered to the address below on Monday, July 28, 2025. Electronic bidding will not be permitted. Late bids will be rejected. The outer bid envelopes marked “Original BID” and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend, at the address below on Monday, July 28 @ 12:00 pm. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in the safe custody of the Purchaser until the second public opening.
  4. All lots must be accompanied by a Bid Security of:

lot 4 Phaco Machine  $ 6,000.00

lot 6 Operating Tables for general surgeries  $ 30,000.00
lot 7 Operating Table for general surgeries + Orthopedic Extension  $ 25,000.00
lot 8 LED Surgical Lights   $ 16,000.00
lot 9 Endoscopy  $ 50,000.00
lot 10 Laparoscopy $ 50,000.00
lot 11 Defibrillator + Crash Cart  $ 7,000.00
lot 12 ECG 6/12 channels + Cart  $ 6,000.00
lot 13 Video Laryngoscope  $ 1000.00
  
Bid Security is required for each lot as per amounts indicated against each lot. Bidders have the option of submitting one Bid Security for all lots (for the combined total amount of all lots) for which bids have been submitted;
  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
