Terms of Reference for Data Analyst Position at the Public Health Emergency Operations Center (PHEOC),
Ministry of Public Health (MoPH), Lebanon
 
Position Title: Data Analyst
Location: PHEOC, MoPH, Beirut, Lebanon
Duration: 3 months (renewable)
Reporting to: PHEOC Manager
 
Purpose of the Position:
The Data Analyst will be responsible for collecting, processing, and analyzing health data to support the PHEOC's activities in monitoring and responding to public health emergencies. The role involves working closely with various stakeholders to ensure accurate and timely data collection, analysis, and reporting to inform public health decision-making.
 
Key Responsibilities:
 
  1. Data Collection and Management:
  • Develop and implement data collection systems and other strategies that optimize statistical efficiency and data quality.
  • Acquire data from primary or secondary data sources and maintain databases/data systems.
 
  1. Data Analysis:
  • Interpret data, analyze results using statistical techniques, and provide ongoing reports.
  • Identify, analyze, and interpret trends or patterns in complex data sets.
 
  1. Reporting and Visualization:
  • Prepare and present detailed reports on health trends and patterns to the PHEOC team and other stakeholders.
  • Create visualizations and dashboards to facilitate data interpretation and decision-making.
 
  1. Collaboration and Support:
  • Work with management to prioritize business and information needs.
  • Collaborate with IT and other relevant departments to ensure data integrity and security.
  • Provide technical expertise in data storage structures, data mining, and data cleansing.
 
  1. Training and Capacity Building:
  • Train and support PHEOC staff and other relevant personnel in data management and analysis tools and techniques.
  • Develop training materials and conduct workshops on data analysis and reporting.
 
  1. Quality Assurance:
  • Monitor data quality and implement measures to ensure the accuracy and reliability of data collected and analyzed.
  • Conduct regular data audits and validation checks.
 
Qualifications and Experience:
  • Bachelor's degree in Statistics, Mathematics, Computer Science, Information Management, Public Health, or a related field. A Master's degree is preferred.
  • Proven working experience as a Data Analyst or Business Data Analyst.
  • Technical expertise in data models, database design development, data mining, and segmentation techniques.
  • Strong knowledge of and experience with reporting packages (Business Objects, etc.), databases (SQL, etc.), and programming (XML, JavaScript, or ETL frameworks).
  • Knowledge of statistics and experience using statistical packages for analyzing datasets (Excel, SPSS, SAS, etc.).
  • Excellent communication and presentation skills.
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  • Adept at queries, report writing, and presenting findings.
