The Lebanon Health Resilience Project (LHRP) is a five-year project funded by the World Bank. The project is designed to support the Ministry of Public Health (MoPH) strategy to establish a pro-poor Universal Health Coverage program. The project aims to increase access to quality healthcare services to poor Lebanese identified by the Ministry of Social Affairs (MoSA) through the National Poverty Targeting Program (NPTP), based on a proxy-means testing targeting mechanism. All identified individuals will benefit from comprehensive packages of defined health services delivered at 204 Primary Health Care Centers (PHCCs) selected from the MoPH PHCCs network.

The Ministry of Public Health is seeking to recruit a Communication (C4D) & Training Officer to establish communication channels with different stakeholders, and follow up on capacity building activities.

The MoPH hereby invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information indicating that they are qualified to perform the Services.

A Communication (C4D) & Training Officer will be selected in accordance with the procedures set out in the World Bank's Procurement in Investment Project Financing Goods, Works, Non-Consulting, and Consulting Services (dated July 2016 and revised in November 2017, August 2018 and November 2020)

TERMS OF REFERENCE
Communication (C4D) & Training Officer

 
  1. BACKGROUND AND OBJECTIVES 
The Government of Lebanon (GoL) has received financing from the World Bank toward the cost of the Lebanon Health Resilience Project (LHRP). The LHRP is a seven-year project that aims to increase access to quality healthcare services to poor Lebanese and displaced Syrians in Lebanon and to strengthen the Government’s capacity to respond to COVID-19. This project will: (i) provide subsidized packages of essential healthcare services to 210,000 vulnerable Lebanese living under poverty line identified by the Emergency Social Safety Net (ESSN) Project; (ii) strengthen the technical and organizational capacities of the Ministry of Public Health (MoPH), Primary Health Care Centers (PHCCs), and public hospitals; (iii) cover the hospitalization bills for COVID-19 and non-COVID-19 claims at private and public hospitals for uninsured Lebanese; and (iv) strengthen the Government of Lebanon’s capacity to respond to COVID-19 pandemic.

The Strengthening Lebanon COVID-19 Response Project (SLCRP) is a 2-year project financed by the World Bank. The project will finance payment of hospitalization bills for COVID-19 and related health conditions to public hospitals and eligible private hospitals, using provider payment methods as agreed with the World Bank. The project will also finance the procurement and the deployment of COVID-19 vaccines and the operations that support the vaccination rollout, goods needed for the prevention, detection and case management of COVID-19 and related health conditions for public hospital. The project will support the procurement of new medical equipment or the maintenance of old equipment in public hospitals providing COVID19 and related health conditions medical services. This position will be based at the MoPH in Lebanon
 
  1. OBJECTIVE
The Communication and Training Officer will establish communication channels with beneficiaries, PHCCs and the served community in addition to communication with the MoPH, the World Bank, and other partners and stakeholders. He/she is also responsible for the capacity building component to service providers which ensures quality and standardization of service delivery. As such, he/she will follow up on the implementation of communication and capacity building activities and related products.

Scope of Work

The consultant is expected to undertake the following duties:  
  • Support the PHC Technical Coordinator and PHC Director in conducting the training needs assessment and in the development and implementation of training plans for recruited PHCCs at contracted PHCCs under LHRP.
  • Monitor and evaluate the implementation of the training plan.
  • Coordinate with PHCCs to identify relevant staff for each training.
  • Follow up with trainers on training dates, development of the training material, and other training logistics (following up with venues, caterers, printing, attendance sheets, evaluation sheets, etc.).
  • Develop, in coordination with the M&E Officer, evaluation questionnaire for trainings.
  • Administer evaluation questionnaires and pre-post-tests (if any) to participants on training days.
  • Provide all data / indicators related to training activities to M&E Officer.
  • Provide overall guidance to planning and implementation of C4D activities for maternal child health including Infant Young Child Feeding (IYCF) and nutrition, and community level activities and in line with the outreach package under the long-term primary healthcare subsidization protocol (LPSP).
  • Plan and coordinate C4D activities related to the implementation of the LHRP and SLCRP
  • Participate in the development of national communication/ C4D plans and guidelines and integration of the LHRP and SLCRP activities within those plans.
  • Participate in the development of communication/ C4D annual work-plans, budgets and strategies and integration of the LHRP and SLCRP activities within those plans.
  • Support in capacity building and refresher sessions on C4D, Interpersonal Communication (IPC), and community engagement to PHCC staff.
  • Act as a link between the MoPH, health facilities, World Bank, other relevant stakeholders in regard to C4D.
  • Support the development of Information, Communication and Education materials, through design and visual aids, for the relevant areas of intervention in the LHRP and SLCRP in collaboration with relevant stakeholders and Project Manager.
  • Attend relevant meetings, workshops and offer support supervision and monitoring of external communication and outreach activities at the national and community levels.
  • Support the planning, coordination and implementation of key C4D interventions in the LHRP and SLCRP projects like the Knowledge, Attitude, Practice and Behavioral (KAPB) study, capacity building, etc.
  • Facilitate experience sharing among the different partners and ministry departments etc.
  • Support the MoPH to regulate and develop standard messages for dissemination in terms of the LHRP and SLCRP projects.
  • In coordination with the M&E Officer, monitor, evaluate and document communication strategies and activities.
  • Provide regular reporting on the progress of the C4D and communication activities.
  • Develop the training and communication sections of the quarterly progress reports.
  • Other tasks as found necessary 
 
  1. Reporting Requirements
The Communication and Training Officer will report to the PHC Director as well as the PMU Project Manager. He/She is expected to work closely with the PMU staff and coordinate with MoPH/PHC department staff.
Deliverables Timeline
Monthly progress report: daily activities and functions performed and achieved 15 days after the end of each month
Semi-annual progress report: monthly activities and functions performed and achieved Semi-annual

Deliverables must be submitted to the PMU Project Manager and a copy to the PHC Director. Deliverables must be reviewed within 15 working days of submission. In the absence of any comments/response within 15 days, the deliverables are considered acceptable and approved. The PMU Project Manager has the final approval on all deliverables submitted within the timeframe of 15 days from submission.
 
  1. Duration 
The contract period is for one year, extendable upon satisfactory performance and mutual agreement. The first six (6) months will be considered as probationary period, based on which the consultant’s performance will be evaluated. The contract may be terminated with no remedy if the performance was evaluated as not satisfactory.
 
  1. Qualifications and skills 
Education:
  • Master’s degree in Communications/Media or related field 
 
Knowledge and experience:
  • 5 years of experience in communication and capacity building (including professional, orientation and induction training) coordination including development of training plans, training logistics among others, of which at least 2 years in public health settings 
 
Skills & Abilities:
  • Ability to communicate perfectly in Arabic and English. French is a plus
  • Excellent interpersonal skills and ability to work well as part of a team.
  • Demonstrate ability to take initiatives and work independently.
  • Ability to multitask effectively.
  • Ability to observe an appropriate level of confidentiality at all times.
