Circular No.  52/2
 
To all Airlines and Ground Handling Companies operating at BRHIA
Required procedure for the passengers arriving to Lebanon starting December 25, 2021
 
With reference to the relevant decisions and recommendations,
All airlines and Ground Handling Companies operating at BRHIA must follow the following instructions:
 
  1. All passengers wishing to come to Lebanon, except Children under 12 years age and UNIFIL, must register on the MOPH PASS platform of the Ministry of Public Health through the following website: https://PASS.MOPH.GOV.LB and to make sure that the information sent is correct, before obtaining a MOPH PASS (Annex 1).
 
  1. All Passengers wishing to come to Lebanon, except children under 12 years old, must perform PCR test in a Lab. certified by the countries Local authorities latest 48 hours between the sampling date and boarding the plane from the country of origin, and they should upload the PCR test result on the platform of the Ministry of Health referred to in item 1 above, where a QR code will be created for each passenger coming to Lebanon and sent to him via a text message with a link to download it.Upon arrival at Beirut Rafic Hariri International Airport, the QR Code will be read to ensure that the passenger's information is correct before he is allowed to enter.
 
  1. All passengers arriving to Lebanon, except Children under 12 years age and UNIFILshall perform a PCR test upon their arrival to BRHIA.
 
  1. Starting January 10, 2022 the payment method for the PCR test performed at BRHIA, will be amended as follows:
All passengers wishing to travel to Lebanon, except Children under 12 years age and UNIFILmust pay 30$ in advance through one of the two options below:
 
  1. By a credit card exclusively through the above electronic platform, in order to obtain a MOPH PASS that allows them to perform a PCR test upon their arrival to BRHIA.
 
  1. By EMD (Electronic Miscellaneous Document) as explained below:
  • Passengers wishing to travel to Lebanon can pay 30$ at one of the IATA Travel and Tourism Agencies or at one of the sales offices of the Airline coming on board, so that they will obtain an EMD that allows them to perform a PCR test upon their arrival to BRHIA.
  • Upon arrival at the airport, the EMD shall be delivered to the representatives of the Ministry of Public Health in order to perform a PCR test.
  • Every 15 days, the EMD receipts will be sent to the concerned Airlines, and the money will be collected from those Airlines either cash in USD dollars or through money transfer exclusively in fresh Dollars.
 
  1. Passengers, who have performed a PCR test upon arrival at BRHIA, shall remain home quarantined, where they will be informed by the test result within 24 hrs via a text message as well as an electronic copy of the result.
 
  1. If the PCR test result was positive, the passenger must immediately call the Covid-19 hotline 1787 at the Ministry of Public Health, in case he was not contacted by the ministry team. 
 
Exemptions:
   
  1. Passengers who travelled out of Lebanon and will return within one week, that is, who travelled during one day of the week and will return on the same day during the following week, will be exempted from doing PCR test in the countries of departure, but shall perform a PCR test at BRHIA upon their arrival to Lebanon, provided that they will upload certificates and official documents proving that on the platform of the Ministry of Public Health in order to obtain a  MOPH PASS (Annex 1).
 
  1. Cabin crew arriving to Lebanon for a period no more than 48 hours are exempted from doing PCR test upon arrival at the airport, and they shall remain quarantined in their places of residence, throughout their stay in Lebanon. 
 
All relevant previous circulars are considered cancelled, all airlines shall comply with this circular and to implement it on all
Passengers arriving to BRHIA starting December 25, 2021.
