Ministry of Public Health Efforts to Promote Palliative Care Services

 
أنشأت وزارة الصحة العامة لجنة وطنية برئاسة مدير عام وزارة الصحة العامة، ونائبي الرئيس الدكتور ميشال ضاهر، الدكتورة هدى هايير، وعضوية الدكتورة رشا حمرة، الدكتورة ماري تيريز مطر، الدكتور غسان قنازع، الدكتورة ماري كلير انطاقلي، الدكتور ميغل عبود، الدكتورة هبة عثمان، الدكتورة ميرنا ضومط، الدكتور نبيل قرنفل، السيدة هيلين سماحة، السيدة لبنى عز الدين، الدكتورة اليسار راضي، الدكتور سلام جلول، الدكتور ايلي اسطفان، الدكتور حسام غصن، الدكتور ناظم باسيل والدكتورة رنا يموت.

تعنى هذه اللجنة بوضع اسس للعناية الملطفة وعلاج الألم لمرضى السرطان وبعض الأمراض المزمنة في لبنان، ضمت خبراء من جميع الاختصاصات الطبية والتمريضية المعنية، وخبراء استشاريين، وجمعيات المجتمع المدني المتخصصة بتقديم خدمات العناية الملطفة .

دأبت اللجنة منذ تأسيسها على تشكيل لجان فرعية تعنى بالتثقيف والتعليم والأبحاث والمزاولة ووضع السياسات الصحية اللازمة بهدف التشجيع على تقديم أفضل عناية ملطفة للمرضى الذين بحاجة لهذا النوع من العناية .
كما قامت اللجنة بالعديد من الانجازات على المستوى الوطني منذ تأسيسها وعلى سبيل المثال لا الحصر: إدراج اختصاص جديد على لائحة الاختصاصات الطبية في لبنان وهو اختصاص الطب الملطف، وضع خطة وطنية للعناية الملطفة في لبنان ضمت جميع المحاور.

وأخيراً وليس آخراً ، صدر القرار المتعلق باعتماد آلية وتعرفة للعناية التلطيفية داخل وخارج المستشفيات من قبل وزارة الصحة العامة وذلك بناءً على الدراسات التي أجريت من قبل الخبير الاستشاري الدكتور جوزيف عتيق على الخبرة العلمية والعملية التي اكتسبت من خلال مشاريع أجريت بالتعاون مع جمعية سند ومستشفى رفيق الحريري الجامعي الحكومي من جهة، وجمعية بلسم ومستشفى عين وزين من جهة أخرى، وكل ذلك بدعم من منظمة الصحة العالمية إضافة الى الدراسة التي قام بها مركز ترشيد السياسات في الجامعة الإميركية. على أمل أن تحذو الجهات الضامنة الأخرى خطوة مماثلة لاعتماد تعرفة للعناية الملطفة.

يتقدم رئيس اللجنة مدير عام وزارة الصحة العامة الدكتور وليد عمار بالامتنان والتقدير لجميع أعضاء اللجنة فرداً فرداً لجهودهم على مدى ثماني سنوات، وكذلك الجمعيات والخبراء ومنظمة الصحة العالمية لدعمهم المستمر مع شكر خاص إلى معالي وزير الصحة الدكتور جميل جبق على إقرار آلية التعرفة للعناية الملطفة بما سيحدث قفزة نوعية في هذا المجال. وتتعهد وزارة الصحة العامة متابعة جميع الخطوات لتعزيز العناية الملطفة ودمجها بخدمات الرعاية الصحية على جميع المستويات.
