National Mental Health Strategy 2023-2030

The National Mental Health Programme (NMHP) was established within the Ministry of Public Health (MOPH) in 2014, serving as the primary authority responsible for mental health in Lebanon and leading the reform of the national mental health system. In 2015, the NMHP introduced Lebanon’s first national mental health strategy, spanning the years 2015-2020. This strategy embraced a vision in which “All people living in Lebanon will have the opportunity to enjoy the best possible mental health and well-being,” aiming to fulfill this goal through five key areas of action.
 
The National Mental Health Strategy for Lebanon (2024 - 2030) is a continuity of the old strategy. It outlines a seven-year plan for the Ministry of Public Health and relevant stakeholders across Lebanon, aiming to drive efforts toward improving mental health nationwide. In Lebanon, advancing mental health care also requires addressing social, economic, and political factors that negatively impact mental well-being and hinder recovery.
 
This strategy strengthens the mental health system’s foundational elements to enhance overall mental well-being and prevent disorders. It focuses on these key areas:
 
  • Raising mental health awareness and reducing stigma by implementing evidence-based prevention initiatives, with attention to the political, social, and economic factors that affect mental health.
  • Empowering individuals through resources, knowledge, skills, and support systems to protect their mental health and facilitating access to services when necessary.
  • Ensuring that people with mental health conditions can access quality care promptly, regardless of their location.
  • Supporting healthcare providers and professionals by building evidence-based skills and promoting their own mental health care.
  • Preventing harmful practices that violate human rights and quality standards in mental health services.
  • Improving data availability and conducting research to guide and enhance mental health initiatives across the country.
  • Establishing legal frameworks, policies, and sustainable funding to reinforce the mental health system.
  • Including the insights and preferences of individuals with lived experience in designing services, policies, and practices.
 
Specific actions have been planned under each focus area to drive essential improvements in mental health care throughout Lebanon.
 
Under the patronage and in the presence of the Minister of Public Health, Dr. Firas Abiad, and His Excellency Ambassador Hervé Magro, Acting Ambassador of the French Embassy in Lebanon, the National Mental Health Programme, in collaboration with the World Health Organization (WHO) in Lebanon and with support from the French Development Agency (AFD), launched the National Mental Health Strategy for Lebanon (2024-2030).
 
During the event, speakers emphasized the importance of continuing efforts to reform the mental health system so that everyone in Lebanon can access high-quality mental health services close to their communities at minimal cost.
