ناصر الدين: النظام في طور التعافي ونتطلع إلى استمرار الشراكة لتحقيق النهوض


عقد وزير الصحة العامة الدكتور ركان ناصر الدين إجتماعًا موسعًا في وزارة الصحة العامة مع ممثلي الدول والجهات المانحة والشركاء تم في خلاله عرض أبرز ما تحقق على صعيد تطوير وإصلاح النظام الصحي والأولويات المطلوب تحقيقها في المرحلة المقبلة والتحديات التي تواجه تحقيق المزيد من التطور والنمو في القطاع.

حضر الإجتماع رئيسة قسم التعاون في بعثة الإتحاد الأوروبي أليساندرا فيزر وممثل منظمة الصحة العالمية في لبنان الدكتور عبد الناصر أبو بكر وسفراء قطر واليابان وإسبانيا وهولندا وممثلون عن سفارتي الدنمارك والنروج وعدد من ممثلي المنظمات الدولية والأممية الشريكة.

واستهل الوزير الدكتور ناصر الدين الاجتماع شاكرًا للشركاء الدوليين ما يقدمونه من دعم للنظام الصحي في لبنان، مضيفًا أن "هذا النظام لا يزال في طور التعافي بعد ست سنوات متتالية عانى منها من نتائج أزمات متراكمة وكبيرة ولا تزال تداعياتها ماثلة خصوصًا تداعيات العدوان الإسرائيلي الأخير".

ولفت إلى أن" وزارة الصحة العامة تواظب على القيام بالإصلاحات المطلوبة لتأمين التغطية الدوائية والإستشفائية وتوسيع خدمات مراكز الرعاية الصحية الأولية إضافة إلى تعزيز الإعتماد على المكننة لتفعيل الرقابة على الفواتير ومستودعات الأدوية والمستلزمات، كما ستحيل على الحكومة مشروع قانون الوكالة الوطنية للدواء في خلال أسبوعين، مما سيشكل نقلة نوعية في ملف تأمين الدواء والحفاظ على جودته".  

كما لفت الوزير ناصر الدين إلى"السعي لإقرار التغطية الصحية الشاملة"، مشيرًا في الوقت نفسه إلى "تكلفتها الكبيرة البالغة نحو مليار دولار، ما يجعل هذا التحدي شديد الصعوبة في بلد يعاني من أزمة مالية خانقة".

وذكّر وزير الصحة العامة بما تبلغه من مفوضية شؤون اللاجئين حول وقف تغطية استشفاء النازحين السوريين اعتبارًا من نوفمبر المقبل. وأمل أن "تتحقق عودة النازحين إلى بلادهم مع تبدل الظروف فيها ورفع العقوبات"، ولكنه أشار إلى أن "ثمة مرحلة إنتقالية لا يمكن للنظام الصحي اللبناني أن يتحمل أعباءها مما يمكن أن ينعكس تراجعًا حادًا في الخدمات الصحية المقدمة للمقيمين".

وأكد أن" الوزارة تتطلع إلى استمرار الشراكة الإيجابية مع الدول والمنظمات المانحة بما يحقق نهوض وتطور النظام الصحي ويسهم في تأمين الخدمات الصحية للمواطنين اللبنانيين والمقيمين على الأراضي اللبنانية".

عرض تقني

تخلل الإجتماع عرض تقني قدمته مستشارة وزير الصحة العامة الدكتورة نادين هلال أوضحت فيه ما تحقق من خطوات إصلاحية وتطويرية وردت في الاستراتيجية الوطنية للقطاع الصحي، ولفتت إلى أن المرحلة المقبلة تتضمن ثلاث أولويات هي التالية:
  1. إعادة إعمار وتأهيل المؤسسات والمراكز الصحية المتضررة من العدوان الإسرائيلي
  2. تأمين الخدمات الصحية واستدامة الرعاية من خلال تطوير مراكز الرعاية الصحية الأولية وزيادة التغطية الإستشفائية وإعادة تأهيل المرضى في المراحل التالية للعلاج.
  3. تقوية النظام الصحي والمضي قدمًا بالإصلاحات. 

وأشارت إلى جملة تحديات ماثلة أبرزها "الموارد المالية المحدودة لتحسين وتطوير الرعاية الصحية  إضافة إلى الوضع الأمني غير المستقر بشكل كامل وانسحاب مفوضية شؤون اللاجئين من التغطية الإستشفائية والتراجع الإجمالي المرتقب في تقديمات الدول المانحة". وأكدت أن" الوزارة تهدف إلى متابعة التعاون مع الشركاء والمانحين لمواجهة التحديات وتحقيق الأولويات الصحية".

مداخلات

وكانت مداخلات من الحاضرين أثنوا في خلالها على ما تحقق في وزارة الصحة العامة من إصلاحات بنيوية تسهم في تحقيق الشفافية، وأكدوا الإستمرار في دعم المشاريع المتفق عليها والجاري تنفيذها والإهتمام بتوسيع هذا الدعم قدر الإمكان في مشاريع مستقبلية في مجال الصحة.
