MoPH's Decision on the Mechanism for Dispensing Unsubsidized Medicines

 
صدر عن المكتب الاعلامي في وزارة الصحة العامة البيان التالي:
 
" نظراً للأوضاع الاقتصادية الراهنة والتي تحتم الاستمرار في سياسة ترشيد دعم الدواء وتأمين توافره وتغطية حاجة السوق المحلي، وحيث ان بعض اللبنانيين يطلب لهم صرف ادوية خارج البروتوكلات العلاجية المعتمدة من قبل وزارة الصحة، 
أصدرت وزارة الصحة العامة القرار رقم 1/945 والمذكرة التطبيقية رقم 35، وذلك لوضع آلية لصرف الادوية المستوردة غير المدعومة. 
 
ويتضمن القرار ما يلي:
  1.  اصدار لائحة بالادوية المشمولة في هذا القرار ونشر سعر مبيعها للعموم على موقع وزارة الصحة الالكتروني.
  2.  ان الادوية غير المدعومة المشمولة في هذا القرار تصرف في الحالات التالية حصراً:
  •  المرضى غير اللبنانيين الذين يتلقون علاجهم في لبنان
  •  اذا كان الدواء المطلوب صرفه خارج البروتوكولات العلاجية المعتمدة من قبل وزارة الصحة العامة.
  •  اذا كان المريض يحصل على تغطية تؤمن له سعر الدواء بالعملات الاجنبية.
 
وعليه يهم وزارة الصحة العامة التأكيد على ان الادوية المشمولة في هذا القرار تبقى مدعومة للمريض اللبناني المؤهل للاستفادة من الدعم. 
 
 
كما سيتم ختم الادوية المستوردة المدعومة والمشمولة في هذا القرار، بكلمة "مدعوم" وبطريقة غير قابلة للمحي. 
 
 
وتقوم وزارة الصحة العامة بتتبع هذه الادوية عبر منصة التتبع الدوائي Meditrack للتأكد من حصول المرضى المؤهلين للحصول على الادوية المدعومة على علاجهم. 
وبهدف مراقبة الالتزام بتطبيق هذا القرار، يمنع على المستورد بيع، أي من الادوية المشمولة في هذا القرار، الى المستشفيات الجامعية، الا بعد حصوله على موافقة وزارة الصحة العامة، والتي تستلزم تزويده الوزارة بكافة المعلومات المتعلقة بالمريض وحالته الصحية مع تبريرات الشراء المذكورة في القرار 1/945، وعند صدور موافقة وزارة الصحة ترسل الكمية اللازمة من الدواء الى المستشفى وبالسعر غير المدعوم. 
 
وعليه تؤكد وزارة الصحة العامة حرصها على الاستمرار في دعم المريض اللبناني المؤهل للاستفادة من الادوية المدعومة وفقاً لهذا القرار".
