الأبيض ترأس اجتماعا عرض الإجراءات الواجب تطبيقها في الحضانات: لا عذر لسوء معاملة الأطفال​
 
ترأس وزير الصحة العامة في حكومة تصريف الاعمال الدكتور فراس الأبيض جلسة هي الثانية للجنة حماية الأحداث في وزارة الصحة العامة، على خلفية حادثة تعنيف الأطفال في حضانة GardeRêve ومتابعة الإجراءات الواجب تطبيقها في الحضانات والتشديد عليها، وذلك بحضور ممثلين عن الوزارات والمنظمات الدولية والجمعيات الأهلية المعنية بحماية الطفل.

وأكد الابيض في مؤتمر صحافي تلى الإجتماع، أن "الهدف الذي تسعى إليه الوزارة لا يتعلق فقط بإيجاد مكان آمن للأطفال بل بتأمين بيئة فضلى تساعدهم على نموهم السليم جسديا ونفسيا واجتماعيا".

وأوضح أن "المحاور التي يتركز عليها العمل هي أربعة: أولا، تأكيد الإجراءات المتبعة في وزارة الصحة العامة والتي تشمل نظام الحوكمة على الحضانات والتأكد من احترامها الإجراءات القانونية السليمة وشروط التسجيل". ولفت إلى "حصول كشف من جمعية الإنقاذ الدولية على أكثر من 500 حضانة موجودة، حيث تبين أن هناك 148 حضانة مقفلة، وستؤكد وزارة الصحة العامة سحب رخصها إلا إذا أكدت الإلتزام بالقوانين السائدة لتجديد الترخيص، وذلك في موازاة التأكد من تجديد رخص الحضانات الأخرى المفتوحة (365) لناحية احترام الأنظمة وشروط العمل وأهلية العاملين، ولا سيما الإلتزام بتعميم صادر عن وزارة الصحة العامة في شأن سياسة الباب المفتوحة الـOPEN POLICY اي السماح للأهل بالإطمئنان على أولادهم والتأكيد على استعمال كاميرات المراقبة داخل الحضانات من دون بث مباشر".

وأشار إلى أن "المرحلة المقبلة ستشهد تشددا في الزيارات الفجائية للحضانات وبوتيرة متزايدة".

وتابع: "ثانيا، تأكيد تدريب العاملين في الحضانات بالتعاون مع اليونيسف من ضمن سياسة حماية الطفل (Child Protection Policy) حرصًا على حسن قيامهم بعملهم وحماية الأطفال من كافة أنواع العنف.

ثالثا: تمكين الأهل حول كيفية التعامل مع الحضانات وقراءة العلامات التي يظهرها أولادهم لدى تعرضهم للعنف، وزيادة المعلومات الموجودة على الموقع الإلكتروني للوزارة حول الحضانات المرخصة بهدف مساعدة الأهل على حسن اختيار الحضانة. وهذا الموضوع سينجز قريبا بتمويل من اليونيسف.

رابعا: إلزام الحضانات بتدريب العاملين من ضمن مبادرة من اليونيسف لتغطية جميع دور الحضانة في لبنان".

وشدد على أن "الجهود التي تبذل في هذا المجال لا تترك أي عذر لأي مخالفة وسوء معاملة الأطفال"، مجددا التأكيد أن "الوزارة ستتخذ إجراءات صارمة حيال من يسيء معاملتهم"، واعدا بلقاءات أخرى تقييمية في هذا المجال.
