وزير الصحة ترأس ورشة تدريبية للأطباء المراقبين في محافظتي الجنوب والنبطية: ضرورة التكامل بين الرؤية والمنهجية والهدف
 
ترأس وزير الصحة العامة الدكتور حمد حسن الورشة التدريبية التي نظمتها وزارة الصحة العامة للأطباء المراقبين في محافظتي الجنوب والنبطية بحضور رئيس مصلحة المستشفيات والمستوصفات الدكتور جهاد مكوك، ومدير العناية الطبية الدكتور جوزف حلو. وهذه الورشة هي الرابعة بعد ورشتين تدريبيتين لأطباء مراقبين واجتماع موسع مع مدراء المستشفيات الحكومية.

ويتمحور موضوع ورش العمل على كيفية إنجاز الأطباء المراقبين عملهم بما يؤدي إلى ترشيد الإنفاق الإستشفائي في شكل يضمن حصول المواطنين على حقوقهم من تقديمات وزارة الصحة العامة إضافة إلى مراعاة مصلحة موازنة الوزارة.

الوزير حسن

وحدد الوزير حسن في الكلمة التي ألقاها النقاط التالية الواجب التوصل إليها في سياق التفتيش والتدقيق المالي وهي:
  1. "التدقيق بين حقيقة الملف الإستشفائي في المؤسسات الإستشفائية وحقيقة الفواتير والأرقام والكودات الطبية المشفرة والمرمزة في الملفات ذات الصلة.
  2.  إزالة الفجوات الموجودة بين الأعمال الطبية المنجزة والفواتير ذات الصلة، لأن هكذا فجوات تؤدي إلى حصول غبن في حق بعض المستشفيات التي لا يتم إنصافها فتُعامل من حيث الأسقف المالية على قاعدة المساواة مع غيرها من المستشفيات في حين أن الواقع لا يكون كذلك.
  3. إن الأطباء المراقبين يعكسون في عملهم حرص وزير الصحة العامة واستراتيجية الوزارة في تقديم الخدمات بشفافية وكفاءة بحيث تقدم الأعمال الطبية للمواطن المريض بشكل مهني وموضوعي لا يحتمل المبالغة أو النقصان فتقدم للمريض سبل النجاة".

وأعلن الوزير حسن أن "الوزارة بصدد تنفيذ الإجراءات الإصلاحية التي قررت اتخاذها وأبرزها في المستقبل القريب المبادرة إلى مناقصة لشراء المستلزمات الطبية على نفقتها، ما سينعكس تقليصا لفاتورة المريض ولميزانية وزارة الصحة العامة".

وشدد على "ضرورة التكامل بين الرؤية والمنهجية والهدف، فالرؤية واضحة وترتكز على ترشيد الإنفاق على الإستشفاء، وتعتمد المنهجية على وجود الطبيب المراقب على تماس مباشر مع المريض وليس الإكتفاء بالمتابعة عن بعد، أما الهدف فهو تقديم الخدمة الطبية وبالوقت المناسب". وأبدى ثقته في "الوصول إلى الهدف المنشود من خلال المداورة في الرقابة الطبية على المستشفيات وإلتزام المستشفيات وتعاونها".

وجدد التأكيد أن "حقوق الأطباء المراقبين ستصلهم قريبًا بعدما أحال عقودهم إلى المالية، وكذلك بالنسبة إلى مستحقات المستشفيات للعام 2019 وسلفة ثلاثة أشهر من مستحقات العام 2020".

الموضوع المالي حضر كذلك في لقاء الوزير حسن مع نقيب أصحاب المستشفيات سليمان هارون ونقيبة مستوردي المستلزمات الطبية سلمى عاصي، وتم الاتفاق على ضرورة التعاون بين الأفرقاء لتأمين المعدات والمستلزمات المطلوبة برعاية وإشراف وزارة الصحة بما يتناسب مع الأوضاع الإقتصادية الصعبة للمواطن.
